OSBI Victim Support Program

To assist victims and survivors of violent crimes, the OSBI has a Victims Support Program.  The OSBI understands the importance of supporting and building relationships with victims and survivors of violent crime, and the OSBI Victims Support Program is available to meet these needs.  The Victim Support Program is led by the OSBI Victim Services Coordinator, Kyndal Kleman, who can direct victims and families of victims in need to the available resources available across the state of Oklahoma.

OSBI OFFERS REWARD FOR INFORMATION IN COMANCHE COUNTY COLD CASE FOR IMMEDIATE RELEASE Source: Oklahoma State Bureau of Investigation OKLAHOMA CITY (August 10, 2022) - The Oklahoma State Bureau of Investigation (OSBI) is offering a $5,000 reward for information about the murder of 21-year-old Ci’Lina Teira Bell-Deloney, who also went by Cici. Bell-Deloney, who was a mother, was found dead in the middle of NW Paint Road in Cache on January 16, 2017. She had been shot multiple times. Bell-Deloney was last seen alive at the Walmart on Sheridan Road in Lawton at 5:45 a.m. She left the Walmart with people she knew. Her whereabouts after leaving the Walmart and until her body was discovered at 11:00 a.m. are unknown. The Comanche County Sheriff’s Office investigated this case until OSBI assistance was requested in December of 2021.
